Research funder open access policies

In-scope research articles

The Wellcome Trust open access policy applies to:

  • peer reviewed research articles
  • wholly or partly funded by Wellcome Trust
  • submitted for publication on or after the 1st January 2021.

All research articles should be published with a CC BY (Creative Commons Attribution) Licence unless an exeption for a CC BY ND (Creative Commons Attribution NoDerivatives) licence has been approved (see Licensing requirements).

How to identify a compliant journal

You can use the following to check if your choice of journal offers a compliant open access route:

Fully open access journals and platforms Search the Directory of Open Access Journals (DOAJ). An Article Processing Charge (APC) is payable. For available funding see Wellcome's open access funding webpage.
Subscription journals in City's transformative agreements Refer to the guide on open access transformative agreements. You can use this guide to help check which journals are included, and how to use the agreement.
Transformative journals Use the Plan S Journal Checker Tool to find out if the journal is a compliant transformative journal.  An article processing charge (APC) is payable. For available funding see Wellcome's open access funding page.

When publishing gold open access, you must include the submission statement in the acknowledgment secction of your manuscript detailed below in Route 3.

Route 3

You can comply by publishing in a:

  • subscription journal and make the Author Accepted Manuscript (AAM) freely available in PubMed Central and Europe PMC at the time of publication
    • Submissions to these journals must include the following text in the funding acknowledgement section of the manuscript and any cover letter/note accompanying the submission: 'This research was funded in whole, or in part, by the Wellcome Trust [Grant number xxxxx]. For the purpose of open access, the author has applied a CC BY [or CC-BY-ND if permitted by Wellcome] public copyright licence to any Author Accepted Manuscript version arising from this submission.'

How to identify a compliant journal

Before submitting your article you can check which publishers will allow immediate open access of the accepted manuscript in repositories with a CC BY licence by the following:

Publisher websites You can find  permissions for the use of accepted manuscripts in repositories in publishers' 'self archiving' or 'green open access' pages
Sherpa Romeo open access policy search tool Search for the journal title, then select 'Accepted Manuscript' in the publisher policy section
Contact the Publications Team The publications team will be able to help you with information on permitted use of the accepted manuscript

If the publisher policy does not permit this,  you may wish to contact the journal before submitting to find out if they will accept the statement. If they do not, you may have to consider submitting elsewhere.

If the publisher accepts the submission with the statement, but then requests that you sign a contract with different terms and conditions follow these steps:

  1.  Request an article processing charge waiver if they offer a paid for open access fee (Wellcome Funds may not be used)
  2.  If the waiver is refused, request a publishing agreement amendment (a template is provided by Wellcome)
  3. If the first two steps are rejected contact Wellcome

Deposit to Europe PubMed Central

All articles must be made available open access in Europe PMC (PMC) by the official date of publication to comply with the policy.

Licensing requirements

All research articles should be published with a CC BY (Creative Commons Attribution) licence, unless a licensing exception has been approved.

On submission

All Wellcome funded research articles must include the following statement in all submitted research articles to ensure the accepted manuscript can be made freely available in Europe PubMed Central and CRO:

'This research was funded in whole, or in part, by the Wellcome Trust [Grant number xxxxx]. For the purpose of open access, the author has applied a CC BY public copyright licence to any Author Accepted Manuscript version arising from this submission.'

Licensing exception

In certain cases you can request permission to use a CC BY-ND (Creative Commons Attribution NoDerivatives) Licence. To do so:

  • Complete the CC BY-ND exception form
  • Ensure your request has been approved before submitting your article to a journal
  • If approved, you must add the following statement to your submitted manuscript:

'This research was funded in whole, or in part, by the Wellcome Trust [Grant number xxxxx]. For the purpose of open access, the author has applied a CC BY-ND public copyright licence to any Author Accepted Manuscript version arising from this submission.'

Licence for Author Accepted Manuscripts (AAM)

All accepted manuscripts must be granted a CC BY (Creative Commons Attribution) licence. If you allow others to own copyright of your AAM, you must ensre they grant such a licence.

Acknowledgement of funding

You must include acknowledgement of funding in any research article funded by Wellcome Trust. It must:

  • be included in the funding or any other relevant section
  • contain the name(s) of your funder(s) in full
  • contain all grant reference numbers in square brackets.

This applies even if you are not the corresponding author.

Data access statement

All Wellcome funded research articles should include a statement explaining how other researchers can access any data, original software or materials underpinning the research.

Monographs and book chapters

What is covered?

The open access policy for monographs applies to:

  • monographs
  • book chapters

The policy does not apply to textbooks, ‘trade’ books, general reference works or works of fiction, or to collections edited but not authored by Wellcome grantholders.

How to comply

Your monograph, or book chapter, must be made available:

  • in NCBI bookshelf
  • and Europe PMC
  • within six months of the official final publication date.

Deposit to NCBI Bookshelf and Europe PMC must be done using the Wellcome Trust's open access monograph and book chapter deposit form.

Licensing

A Creative Commons Attribution Licence (CC-BY) is strongly preferred. Where a CC-BY licence is not available Wellcome will accept either a Creative Commons Non Commercial (CC-BY-NC-ND), or a Creative Commons NonCommercial No Derivatives (CC-BY-NC-ND)

Funding

Open access funding may be available from Wellcome to cover the costs of monographs and book chapters. Refer to Wellcome open access funding for further details.
